At a recent liaison meeting between attorneys and USCIS in Dallas, TX it was revealed that local USCIS offices have been ordered to put "Arrabally Adjustment" cases 'on hold' until further notice. An "Arrabally Adjustment" is one in which the applicant departed and returned on Advance Parole and is using the Matter of Arrabally case to avoid having to file an unlawful presence waiver. "Arrabally Adjustments" were seen as a promising alternative to the Provisional Waiver program. It is not known why the cases were put on hold nor how long they will be on hold. When an adjustment of status case is "on hold", no decision on the case is made. It is in "pending" status, neither approved, nor denied. While on hold, the applicant may get an employment authorization document and may get such document renewed.
